On Aug. 21, 2007, Lacson presented in a privilege speech former Technical Sergeant Vidal Doble Jr., a member of the military unit that tapped the cell phones of several personalities during the 2004 election period, as "Exhibit A" in the "Hello Garci" wiretap scandal.
 
Since late 2006, Lacson investigated anomalies involving textbook deals entered into by the DepEd, after exposing flaws in textbooks published by Vibal Publishing Group. These flaws included inverted pages in at least 60,000 elementary textbooks scheduled for delivery.
 
On September 11, 2007, Lacson detailed in a privilege speech how the government made a turnaround in implementing a national broadband network (NBN) project, from a build-operate-transfer (BOT) setup to a negotiated deal with China's ZTE Corp.
 
Despite the government's repeated denials, three witnesses surfaced to detail the continued operation of jueteng in Bicol - including the list of officials who receive "shares" of proceeds from the jueteng operations, among them members of the First Family.
 
In his True State of the Nation Address (TSONA) in July 2005, Lacson disclosed that several bridges under the P8.3-billion Presidents Bridge Program and costing some P16.853 million each, led virtually nowhere.
