Oplan Lighthouse, Vidal Doble (2007)

Summary:

On Aug. 21, 2007, Ping Lacson presented in a privilege speech former Technical Sergeant Vidal Doble Jr., a member of the military unit that tapped the cell phones of several personalities during the 2004 election period, as "Exhibit A" in the "Hello Garci" wiretap scandal.  Doble narrated how his unit in the Intelligence Service of the Armed Forces of the Philippines was ordered to tap the phones - mobile phones included - of people they were "ordered" to spy on.

Effect:

Two years of denial by Malacañang and its allies were shattered when Doble became the "face" who confirmed the existence of "Operation Lighthouse" that recorded conversations of then poll commissioner Virgilio Garcillano - including his conversation with President Gloria Macapagal Arroyo.
