P200-million Double Entry Mess (2008)

Summary:

In September 2008, an innocent question by Ping Lacson about a P200-million double entry for a stretch of road between Parañaque City and the South Luzon Expressway (SLEX) in the P1.227-trillion budget for 2008 led to the doorstep not of Malacañang but of then Senate President Manuel Villar Jr.  Lacson also noted no less than Sen. Joker Arroyo, one of Villar's allies in the Senate, had pushed for an investigation against Villar when they were in the House of Representatives for "conflict of interest," with Villar not divesting himself of his stake in his and his family's housing and banking businesses.  The double-entry issue eventually led to Villar's ouster as Senate President in November 2008.

Effect:

The double-entry mess spurred renewed vigilance in the budget process, making lawmakers more careful about "insertions" they make in the budget.  But the incident also showed Lacson, who has been vocal about wrongdoings by Malacañang, will not cover up alleged wrongdoings by his own colleagues.
